Once the previous sub-steps have been completed, the sanitation planning team needs to bring together the financial, institutional, technical and human resources decisions and approaches into one master plan. This final document should provide a comprehensive vision of the sanitation program, including the construction, operation, maintenance, monitoring and evaluation steps, as well as the reuse chain of the sanitation products in an integrated approach. The master plan must be adopted by the government and should be integrated into the development policies of the region.
